High above Farmless City, citizens are stunned by the sudden appearance of two floating figures. Are they human boys, monolithic robots, or something much more strange? As the battle ensues between them, destruction and devastation falls on the hapless city. One figure is Vice, and seems to be as evil as his name implies. The other is Ultimo, intent on trying to stop Vice from wreaking more havoc.
Their battle ends in a draw and the two vanish. Now we go to Yamato; a normal high school student that forgot to get his crush a birthday gift! Willing to trade his scxhool bag for what he needs, he runs into an antique shop and sees a tattered, yet amazing doll. For an unknown reason, he simply says "Ultimo..." and Ultimo awakes.

Now, with Lowe's talking computer '8' at his side, Jess ventures off to all corners of the Earth to film the new battles the world faces.

The Sleeves are after "Laplace's Box" an item the Vist Foundation has had in its possession since the beginning of the Universal Century which can be used to topple the Earth Federation government, and Cardeas Vist, the head of the family plans to hand them the key to it. Audrey, fearful of what will happen, wants to convince Vist not to give them the key. In Japan, the government has enacted Project Babylon in order to conduct land reclamation.However, terrorists are now attempting to use labors to make themselves heard, as well as common criminals, thugs and guerrillas. The National Police Agency established the Special Vehicles Division, an all-labor task force to combat the potential use of labors for criminal/terrorist activities.
